2021-22 TSP Negotiations






April 13, 2022 - Session #4 of 2021-22 Contract Negotiations


The DISTRICT PROPOSED Article 11 Compensation regarding placement for new and promotional positions that was previously rejected by BTU and BTU REJECTED it again. It was agreed by both sides that the issue of placement and inequity would be taken up in Labor-Management Meetings.

The DISTRICT & BTU REACHED TENTATIVE AGREEMENT (which can be viewed at http://btuonline.com/pdf/TSP_TA_April2022.pdf) that provides all employees in the BTU-TSP unit shall receive a one-time $1,500 stipend (non-recurring, non-FRS eligible).

Ratification voting will be conducted on Wednesday, April 20th

March 30, 2022 - Session #3 of 2021-22 Contract Negotiations

The DISTRICT REJECTED changes to Article 6A Working Conditions proposed by BTU in February intended to not subject TSPs to the use of timekeeping devices.  The District expressed concerns that they would not be able to keep track of  non-exempt TSP members who are eligible, per FLSA, for overtime or compensatory time as provided for in the contract for exempt TSP employees.

The DISTRICT REJECTED Article 11 (F) Compensation (Promotions) proposed by BTU in February that would add the new appointee salary language to current employees who are promoted which includes their experience in the factoring of their placement on the salary schedule with a minimum of 5% pay raise from their previous grade and step/salary.  

The District then offered a counter proposal that placement will be determined by the District Compensation & HRSS departments and within the salary range for the job. BTU REJECTED

The DISTRICT REJECTED the Salary Proposal for 2021-2022 proposed by BTU in February for a one percent (1%) aggregate increase in addition to a one-time $1,500 stipend.

The District then offered a counter proposal for the 2021-2022 school year, that all employees in the BTU-TSP unit shall receive a one-time $1,500 stipend. BTU REJECTED

February 03, 2022 - Session #2 of 2021-22 Contract Negotiations


At the second session,  BTU proposed a one percent (1%) increase to the current salary schedule retroactive to July 1, 2021 and a one-time $1500 bonus in addition to changes in a couple of articles.


BTU Proposed:

  • • Salary Proposal for 2021-2022 BTU proposes a one percent (1%) aggregate increase to the cost of the current salary schedule, retroactive to July 1, 2021. Distribution and allocation are subject to further negotiations.

    Additionally, for the 2021-2022 school year, all employees in the BTU-TSP unit shall receive a one-time $1,500 bonus to be paid in the first paycheck following ratification.

  • Article 6A Working Conditions proposes changes intended to not subject TSPs to the use of timekeeping devices.

  • Article 11 (F) Compensation (Promotions) proposes changes that would add the new appointee salary language to current employees who are promoted which includes their experience in the factoring of their placement on the salary schedule with a minimum of 5% pay raise from their previous grade and step/salary.

    (NOTE: BTU rejected language previously proposed by the District that would allow the District to decide which experiences will be considered in step placement and specify no minimum salary gain when promoted. )

The School District Proposed:

  • Appendix D (Salary Schedule) proposes one-time stipend of $1,500 for the 2021-2022 school year. This stipend would be non-recurring and non-FRS eligible.

    In addition, The District proposed to remove the tenure language from Appendix D (Salary Schedule) that explains the $1,000 or $1,400 annual tenure payment to TSP employees who had 15-20 or more than 20 years of experience, respectively, with the district as of the 2016-2017 school year. (BTU rejected this proposal.)

  • Article 3 Definitions The District rescinded their proposed changes to the definition of "Memorandum of Understanding".



NOTE:
An MOU that included TSPs offered by BTU at the September 9, 2021 EP negotiations session and again at the September 27 TSP negotiations session proposing a $1000 payment to TSPs who did not receive a payment from Florida Senate Bill 2550 was rejected by the District.


The next session will be held at on March 30th at 11 am at BTU.



September 27, 2021 - Session #1 of 2021-22 Contract Negotiations


At the opening session between the BCPS and the BTU Technical Support Professional, ground rules were shared and agreed upon and proposals were presented and explained which will be discussed during caucus and countered at the next session to be held at a time and place to be determined.


The School District Proposed:

  • Article 3 Definitions proposes changes intended to clarify when an MOU does or does not need to be ratified.

  • Article 11 (E) New Appointee Salaries proposes that new employees may be granted an initial step placement higher than the beginning step. Step placement will be determined by Compensation & HRSS Department within the salary range for the job.

  • Article 11 (F) Promotions proposes that step placement for employees being promoted will be determined by Compensation & HRSS Department within the salary range for the job.

NOTE: An MOU that included TSPs offered by BTU at the September 9, 2021 EP negotiating session proposed a $1,000 payment to BTU-EP, BTU-ESP and school-based BTU-TSP bargaining unit members who are not eligible for the $1,000 payment to classroom teachers appropriated through Senate Bill 2500, Section 46, the General Appropriations Act (“GAA”). The District has not responded


The next session will be held on Thursday, February 3rd at BTU.


September 9, 2021 - Bargaining Unit Ratified Agreement

EP Referendum Distribution: Yes=98.2% No=1.8%

EP Vaccine Incentive: Yes=92.9% No=7.1%

The School Board will vote on this at the September 14th Board meeting. Note (09/14/21): BOARD APPROVED

August 26, 2021 - Tentative Agreement Reached

21-22 Referendum Supplements

BTU and the District reached a tentative agreement on an MOU that will continue the same referendum supplement equal to 4% of base salary for TSPs who qualify, and continue the equity supplement equal to 2% of base salary for all others through the 2021-22 school year. These supplements are retroactive to July 1, 2021 and will be paid out in equal installments per pay period.

COVID-19 Financial Program for Employees
In addition, on this ratification vote you will be asked to approve that all permanent employees will receive a one-time, non recurring incentive in the amount of two hundred and fifty dollars ($250) through the District's COVID-19 vaccination incentive process.

WHO VOTES?

All TSP bargaining unit members will have the opportunity to vote on the tentative agreements Wednesday through Thursday of next week. Questions can be directed to any BTU field staff representative by calling 954-486-6250.

The vote is open to all members of the bargaining units regardless of union membership. Voting will be held electronically beginning at 7 am on Wednesday, Sept. 8 and ending at 5 pm on Thursday, Sept 9.

Watch your Broward Schools email inbox, or the primary email address you have on file in the ESS system, for your ballot on Wednesday morning, Sept. 8 beginning at 7 am. The email will be from invitations@mail.electionbuddy.com.

If you do not receive your ballot by 1 pm that day please send an email requesting a new ballot to communications@btuonline.com.

Voting results will be announced to the entire bargaining unit shortly after the close of voting. The supplements will be paid out in equal installments per pay period. If the agreement passes, the school board will ratify the tentative agreement at a special meeting. We encourage you to read the entire text of both MOUs before casting your vote. On behalf of your negotiations team, we urge you to vote "yes" to ratify both MOUs.
